The New Jersey State Bar Association is the state’s largest and most influential professional organization for judges, lawyers, and legal professionals. With 85 sections and committees and a far-reaching network of attorneys, judges, and other members of the legal community, the NJSBA plays a critical role in shaping the legal landscape of New Jersey. This includes everything from advancing continuing legal education and professional development to advocating for meaningful improvements to the administration of justice.

The President of the NJSBA leads that mission. It is one of the most prestigious leadership roles in New Jersey law, and it carries real responsibility: setting the direction of the organization, championing the needs of legal professionals statewide, and ensuring that the bar’s resources serve both its members and the public they represent.

When Norberto Garcia takes the gavel in May 2026, he will bring to that role decades of courtroom experience, a distinguished record of bar service, and a personal commitment to access, diversity, and excellence in the law.

Norberto Garcia and the NJSBA: A Record of Leadership That Spans Decades

Norberto Garcia’s involvement with the New Jersey State Bar Association spans many years and reflects a long-standing commitment to the legal profession. His election as President-Elect builds on decades of active participation, leadership, and service within the organization.

Throughout his time with the NJSBA, Garcia has taken on several key roles that require both time and dedication. He previously served as a trustee, contributed as a co-chair and current member of the Diversity Committee, and remains involved with the Civil Trial Bar Section’s executive committee. Each of these positions highlights his consistent efforts to strengthen the legal community and support the advancement of the profession across New Jersey.

From 2019 through 2021, Garcia served as president of the New Jersey State Bar Foundation, becoming its first Latino president while helping guide the organization’s outreach and educational initiatives. The Foundation focuses on expanding public understanding of the law and improving access to legal education. His leadership during that time helped reinforce its mission while also reflecting a broader commitment to inclusion within the legal field.

His contributions extend well beyond the NJSBA. Garcia previously served as president of the Hudson County Bar Association and spent more than a decade as a trustee. He continues to lead locally as chair of the Hudson County Civil Practice Committee. In addition, he has supported the Hudson County Bar Foundation as a trustee, participated in the Hudson County Inns of Court program for many years, and held a leadership role within the North Hudson Lawyers Club.

Garcia has also devoted significant time to public service within the judicial system. He served on the Supreme Court Office of Attorney Ethics Fee Arbitration Committee for District VI, where he later took on a leadership role as chair. He also contributed to the Supreme Court Committee on Minority Affairs and continues to serve as chair of the New Jersey Fund for Client Protection. In 2021, he was appointed to the Character and Fitness Committee for the New Jersey Board of Bar Examiners, further reflecting the trust placed in his judgment and experience.

Norberto Garcia was born in Camaguey, Cuba, and moved to the United States with his family at a young age. He was raised in Hudson County, New Jersey, a community that would later play a central role in both his personal and professional life.

He earned his undergraduate degree in history from Seton Hall University, graduating cum laude, before continuing his education at the University of Pennsylvania Law School, where he obtained his law degree. Today, he lives in Kinnelon, New Jersey.

Garcia’s journey reflects a strong work ethic, determination, and a lasting commitment to the legal profession. That background continues to shape the way he connects with and advocates for the individuals and families he represents.
